Kemin Investment Forum Highlights New Projects, Investments, and Up to 1,000 Jobs

On 31 March 2026, the city of Kemin hosted the investment forum “Kemin Invest – 2026: Development and Opportunities,” bringing together representatives of government, business, investors, and development partners.

During the forum, more than 15 investment projects were presented, alongside the results of the district’s socio-economic development in 2025. Local authorities reported that 8 major investment projects in energy, industry, and agriculture are currently being implemented, with a total value exceeding USD 200 million and the potential to create more than 600 jobs. Industrial production in the district also increased by 42.5%.

Deputy Akim Almazbek Dubanaev noted: “Our district maintains stable economic activity and focuses on investment, infrastructure, and economic diversification despite existing infrastructure and human resource challenges”.

District Akim Kanbolot Tutuev presented Kemin district’s investment opportunities for 2026, highlighting tourism and investment promotion as two strategic priorities. To support investors, the district introduced mechanisms such as a “single-window” service, personalized project support, and real-time digital monitoring.

“Our main task is not only to attract investment, but also to ensure sustainable development by creating favorable conditions for business and new jobs,” emphasized the district akim.

A key outcome of the forum was the signing of a trilateral agreement between the Kemin District State Administration, Kyzyl-Oktyabr Ayil Okmotu, and Shanfen ZET Cement LLC for the construction of a cement plant. The project is scheduled to begin in 2026 and is expected to create up to 1,000 new jobs. Forum participants reaffirmed their commitment to strengthening cooperation between government, business, and development partners to advance investment initiatives, infrastructure development, and sustainable economic growth in the district.
