Th methodologies for developing socio-economic development programs (PSED) for city districts and village aimaks were approved by order of the Ministry of Economy and Commerce and by order of the State Agency for Civil Service Affairs and Local Self-Government under the Cabinet of Ministers of the Kyrgyz Republic.
These methodologies are fundamentally different from previous documents and contain a number of innovations: they are based on a step-by-step algorithm of actions, including deadlines, methods and targets; allowing to create a development forecast based on data; create ample opportunities for citizens to take part in determining development priorities and transmit their problems and needs to local policies; link local development programs with the budget process. Templates of the program and necessary applications are attached to the methodologies. The methodology contains a standard set of data indicators/performance indicators for planning and projection, as well as a model of socio-economic projection.
The creation of the methodologies was a good example of the synergy between Pillar 1 and Pillar 2 of the EGED Program, since the working group of the authors included experts from the World Bank, ACTED and the Development Policy Institute (both within the framework of the EGED Program and within the PSI/SDC Project ). The World Bank expert, as the main developer of the methodologies, worked in close coordination with experts from the Development Policy Institute, who ensured testing of draft methodologies in real municipalities.
