What Does Effective Local Governance Look Like in Action?
A high-level Uzbek delegation, led by the First Deputy Chairman of the Association of Makhallas, visited the Kyrgyz Republic on 7-12 April 2025 with the aim to strengthen regional cooperation and share practical strategies for advancing inclusive, people-centred local governance.
During the visit, the delegation engaged with Kyrgyz officials to exchange insights on community development. Uzbek representatives presented the Makhalla Budget Initiative—an annual programme allocating 500 million UZS to improve employment and social services at the grassroots level.

A key milestone of the visit was the signing of a Memorandum of Cooperation between the Uzbek Association of Makhallas and the Kyrgyz Union of Local Self-Governments. This agreement lays the foundation for a long-term cross-border partnership focused on inclusive local development.
In Baliqchi, delegates learned about plans to invest 300 million KGS (approximately £2.6 million) in 2025 to build kindergartens, entertainment centres, and a modern market—initiatives expected to enhance daily life for 57,000 residents and attract foreign investment.
At Shayibek Ata Ayil Okmotu, the delegation observed how local governance can directly respond to community needs through innovative and practical solutions.

This exchange deepened mutual understanding and promoted the development of stronger, smarter, and more responsive local institutions.
