The event was organised by the <strong>Yuksalish Movement<\/strong> under the <strong>Economic Governance for Inclusive Development (EGED)<\/strong> Programme, implemented with the support of the <strong>UK Foreign, Commonwealth &amp; Development Office (FCDO)<\/strong> in partnership with the <strong>Development Policy Institute (DPI)<\/strong>. Experts and members of public monitoring groups discussed key challenges identified during fieldwork, including deficiencies in project acceptance procedures, infrastructure defects, lack of transparency in procurement, construction quality issues in <strong>Initiative Budget<\/strong> projects, and transparency concerns related to <strong>Mahalla Budget<\/strong> funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the first thematic session, PPP experts <strong>Mukhriddin Fayzullaev<\/strong> and <strong>Shokhjakhon Elmurodov<\/strong> presented the findings of public monitoring of PPP projects. Participants discussed the newly developed monitoring methodology, the results of the legal analysis, identified infrastructure deficiencies, and systemic challenges related to project acceptance and the limited transparency of project implementation. Participants reviewed the results of field testing of <strong>Initiative Budget<\/strong> projects, where public monitoring groups identified issues related to construction quality, project acceptance procedures, and the transparency of <strong>Mahalla Budget<\/strong> fund expenditures. Participants noted that regular public monitoring enables early identification of implementation gaps and contributes to more effective use of public resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Particular attention was given to practical measures for strengthening transparency in economic governance. Key recommendations included introducing a mandatory <strong>Independent Public Monitoring Report<\/strong> on the <strong>Openbudget.uz<\/strong> portal, increasing transparency of PPP contracts, and improving government responsiveness to recommendations submitted by citizens and public monitoring groups.<\/p>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-default is-cropped wp-block-gallery-3 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"591\" data-id=\"3728\" src=\"https:\/\/eged-ca.org\/wp-content\/uploads\/2026\/06\/128661af-e685-49f6-b359-47ca729940b3.jpg\" alt=\"\" class=\"wp-image-3728\" srcset=\"https:\/\/eged-ca.org\/wp-content\/uploads\/2026\/06\/128661af-e685-49f6-b359-47ca729940b3.jpg 1280w, https:\/\/eged-ca.org\/wp-content\/uploads\/2026\/06\/128661af-e685-49f6-b359-47ca729940b3-768x355.jpg 768w\" sizes=\"(max-width: 1280px) 100vw, 1280px\" \/><\/figure>\n<\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cPublic monitoring should become not a one-off initiative, but a sustainable mechanism for improving public policy and strengthening citizens\u2019 trust in decision-making\u201d<\/strong> was one of the key messages emerging from the discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The roundtable concluded with a set of recommendations aimed at improving legislation and public oversight practices.
