The event was organised by the Centre for the Development of Modern Journalism under the Effective Governance for Economic Development (EGED) Programme, funded by the UK Government and implemented in partnership with the Development Policy Institute (DPI).

The roundtable brought together journalists, representatives of government institutions, and media experts to discuss how greater transparency, high-quality journalism, and public oversight can strengthen the accountability of public institutions and help prevent corruption risks.

The discussion focused on practical mechanisms that enable the media not only to report on corruption cases but also to contribute to tangible institutional change by promoting transparency and encouraging public oversight of government performance.

“Holding discussions in this format is another important step towards strengthening professional dialogue between the media, the expert community, and government institutions, while advancing public oversight as an essential mechanism for preventing corruption”, said Aigul Bolotova, Media Expert at the Development Policy Institute.

One of the central themes was the distinction between genuine government transparency and institutional public relations. Participants stressed that government press services should go beyond promoting a positive image of their institutions and instead ensure accountability by responding openly to issues of public concern and citizens’ inquiries.

The roundtable also highlighted the importance of investigative journalism. Participants reviewed an investigation by Tanga.uz examining the link between mass food poisoning cases in public kindergartens and public procurement practices. The analysis identified signs of systemic challenges, including the repeated disqualification of bidders and recurring contract awards to the same suppliers within specific regions. Participants noted that investigations of this nature do not always receive an adequate response from either the public or responsible government agencies.

Experts identified greater transparency in public procurement as one of the most effective measures to reduce corruption risks. They recommended introducing an open public procurement API in Uzbekistan and publishing procurement data in line with international open data standards to improve transparency and expand opportunities for independent public monitoring.

“To reduce corruption risks, Uzbekistan should introduce an open public procurement API and publish procurement data in accordance with international transparency standards”, said Kamol Niyazov.

Participants also emphasised that investigative reporting should not end with publication but should serve as a catalyst for institutional response and reform.

“Publishing an investigation is not the end of a journalist’s work. The real impact begins when institutions respond to the findings and official investigations are launched”, said journalist Dana Oparina.

The discussion concluded that the openness of public institutions should be measured not by the number of press-releases they publish, but by their willingness to answer difficult questions, acknowledge shortcomings, and take concrete corrective action.

The event contributed to strengthening cooperation between the media, public institutions, and civil society while promoting practical approaches to transparency, accountability, and public participation – key priorities of the EGED Programme in supporting more effective and responsive governance.

A roundtable titled “Reporting on Corruption in the Media: The Role of Media and Public Oversight” was held at the Media Content Production Centre in Tashkent.
